Police were able to contact the man and negotiate his peaceful surrender at about noon.
"He was not armed at the time of his surrender and was not injured. He was taken into custody and arrested on domestic violence-related charges," police officials said.
People who live and work in the neighborhood, and a person with ties to managing the building, said the tenants have been living in the business and there have been multiple run-ins with police in there.
There was a significant police presence at the busy downtown intersection and roads in the area were closed to traffic during the standoff.
