Small business takes aim at DISA’s Enclave expansion - Washington Technology

Small Business Challenges DISA's Enclave Expansion

A small business is taking on the Defense Information Systems Agency (DISA) over its expansion of the Defense Enclave Services contract, which covers IT and network support for various DOD agencies.

Competitive Range Solutions, a service-disabled/veteran-owned small business, filed a protest on October 8th, raising several concerns regarding DISA's decision-making process.

The company claims that DISA:

  • Sat on the requirement for three years before issuing the expansion plan.
  • Argued that only Leidos could fulfill the agency's needs for migrating combatant commands to DODNet.

Competitive Range Solutions holds a $400 million contract with DISA, known as TRI-GSM, for technology refresh work. They believe this contract, combined with the expansion, would enable a more efficient managed service model for the agency.

This dispute highlights the complexities of federal contract procurement and the challenges small businesses face when competing against larger contractors.
